Independent Dealer-Operator Recertification
Under §46.2-1585(A), you must recertify every 24 months to maintain your Independent Dealer-Operator (IDO) qualification. Failure to recertify invalidates the qualification and removes your ability to be the IDO.
Under §46.2-1513, a dealership that no longer has a qualified IDO may continue operating for up to 120 days. If no IDO is designated within that period, the dealership will be in violation of §46.2-1511(B), which may result in suspension of the dealership’s license.
When Do I Recertify?
Recertification is NOT part of the dealership or salesperson license renewal process. The MVDB will attempt to email a recertification notice to the IDO’s email address on file well in advance of their deadline. However, failure to receive this notice does NOT alter or extend the recertification requirement. To ensure you receive important notices, please keep us informed of any email address changes by emailing Ann.Majors@mvdb.virginia.gov with your full name, dealer certificate number if applicable, and new email address.
How Do I Recertify?
Several MVDB-approved vendors offer virtual or in-person recertification courses, which you may enroll if eligible. Each vendor is required to verify proof of identity and will notify MVDB upon course completion and exam completion. A list of approved vendors is provided below.
Alternatively, you can fill out the MVDB-57 and bring it to any DMV Customer Service Center with a valid driver’s license or passport and the exam fee. You’ll be notified whether you pass or fail after the exam. If you fail, you may retake the exam as many times as needed, but you must pay the exam fee for each attempt. If you pass, congratulations! You’ve extended your IDO qualification for another two years.
